no! circus' singles were released 4 years ago. so that's way circus is almost 3x plat. (but 2.6M as of 2009). TTWE has better longevity on itunes top 1000 ( than womanizer or circus back in 2009), so it will definitely reach 3M soon.

circus 2,9M - HIAM 1,5M
IUSA 1,2M - IWG 1,6M
Radar 500k - Crimianl 300k (old info + it was not performed in tour so it will def. pass radar)
