no! circus' singles were released 4 years ago. so that's way circus is almost 3x plat. (but 2.6M as of 2009). TTWE has better longevity on itunes top 1000 ( than womanizer or circus back in 2009), so it will definitely reach 3M soon.
womanizer 3,2M -TTWE 2,6M (2 or 3 months old info)
circus 2,9M - HIAM 1,5M
IUSA 1,2M - IWG 1,6M
Radar 500k - Crimianl 300k (old info + it was not performed in tour so it will def. pass radar)
But Femme Fatale definitely merits the title more generally with biggest radio hits, more notable singles ("TTWE" will outlive "Womanizer"/"Circus" as the years go), etc. At least that's my personal belief. But in sales, Circus wins that by default, yes.
