That's false, Billboard counts streams by the amount of people listening to it on Spotify, not the amount of plays. Playing it once is all they need to do.

As far as I know that is promo, a lot more than what many other have.

They announce the video preview premiere last week, I don't think she will do a surprise performance. If there is a performance they will announce it to get more ratings.
