The #17 means that PTA is the 17th highest song on Radio. The second number means that how many people in the US have heard this song on radio since it's release. The third number in parentheses means how many people in millions heard the song in the last 24 hours. It's called AI for Audience Impression.

That makes since too. But 75 million didn't here it in the radio yesterday. This numbers has been gaining for 2 months. For example 2 million people heard The Boys on the radio yesterday. Now when the next update tomorrow lets say +2 million more people heard it today. That makes 4 Million audience impressions since it's release.
