What do you mean "released"?
Any song/track can chart, it doesn't have to be a single.
But for example the rumored "Selena Gomez & The Scene - My Dilemma (ft. Flo Rida)" cannot chart,
because it doesn't exist, so it's imposible for it to get points, and the thread about it only
benefits the original track (My Dilemma) even though those aren't enough points to get in the Hot 100.

Something like how songs in the UK are released on radio before digitally. Can it chart though not avaliable for purchase?

Of course, as long as the song exist it can.
For example, the songs off "Fantasea", the Azealia Banks' mixtape, a lot of them debuted
and are from a mixtape, I mean, something free and that doesn't have radio airplay, they
basically debuted thanks to their popularity on ATRL and their streaming data.

HEATSEEKERS' SONGS
PHILLIP PHILLIPS MAKES THIS CHART HIS HOME
Last week's number-one Matchbox Twenty elevated to no. 45 on the ATRL Hot 100, which disqualified the act
to appear on this tally as it isn't a Heatseeker anymore. The no. 2 of the past week jumps to #01 in this edition:
Phillip Phillips (who has peaked as far as #55 on the main chart) gets his first top-hitter on ATRL. "Home" was
sampled in the segment on US women gymnastics during the 2012 United States Olympic Trials, then again
during the 2012 London Olympics coverage on NBC, which gave him all of the exposure he needed to fly up on
the charts; it wouldn't be a surprise if the act reaches the top 50 of the ATRL Chart. Mumford & Sons' "I Will Wait"
didn't wait that much after all; the song was released on Aug. 7 (just 2 weeks ago) and it already made its arrival
on the Hot 100 (#97) and on Heatseekers (#17; as the Hot Shot Debut).

ATRL AIRPLAY / STREAMING SONGS
GREEN DAY GETS LOVE FROM ATRL
Oh how we love Green Day!, the act earns the Hot Shot Debut title at #57 after have been listened by
502 persons (up 53%; last week they didn't debut with 328 ATRLers). This is the first entry by the act
and anybody would say it's something normal since they hadn't released new material after their '09
21st Century Breakdown album; but it's not like that, as the Airplay Songs chart normally receives old
songs when are listened by the enough amount of people. This week, for example, we have the entry
of Lady Gaga's "Bloody Mary" (#58; 2011), "Monster" (#68; 2009) and the hit "Paparazzi" (#69; 2008,
but released as a single in 2009); all of them being at least one year old. Florence + The Machine goes
to the top 20 (39-15) fueled by a 49.34% increase.
