I think it's nearly complete, but not quite done yet. 2 weeks is quite a short amount of time in the recording process, considering how lengthy it can be all up. She said she was finishing it, but that doesn't strictly imply that she has finished the record. As far as I can tell, signs point towards the fact that she is still writing and recording. The earlier songs she recorded have been mixed or are in that process as discovered the other day. Artists always tag on 1 or 2 more tracks at the end and they usually end up becoming the biggest songs from the album. "California Gurls" was recorded after
Teenage Dream had been finished, and it ended up being the first single.
