Katy recorded WA in January (or very close that that). It was written/recorded with the movie in mind.
POM went as planned -- not because of the divorce. There is an interview with Katy talking about this very thing. Even went as far as to say she planned on performing it at "a big awards show," meaning the Grammys, but the interview was done b4 it was confirmed to the public she was doing the Grammys.
I'm not sure where DU fits in there for sure... my guess is they thought they would release DU inbetween POM and WA. But POM was doing well enough for longevity... and it was either shove a new single in there and confuse the crap outta ppl or let POM go on as far as it could.

I'm pretty sure they thought it would have more longevity, hence why the music video and promo would late.
