Well like...

let's say a song gets two 1's, five 2's and three 3's

so that would make 10 ratings, right? so i would just list the persons who gave the ratings like that.

1 (a, b,) ; 2 (c,d,e,f,g) ; 3 (h,i,j)

a,b,c....... = different persons
1,2,3 ... ... = scores of the song

and then the same with the ten best ratings that people gave. Like... as in I would just list the ten people with the worst and best scores for one song..

I think you should forget showing "ten best" and "ten worst" just show the highest score(s) for each song and lowest score(s) for each song
