Beauty standards can change and it's about looking exclusive, not easily obtained.
In Europe it went from looking so pale white that the veins looks blue
(hence why nobility have blue blood separating themselves from the plebs have red blood) to tanning to look like you can afford to fly to sunny vacations. The average white European staying too long in the sun, looks painfully red like a lobster.
In Asia they can easily go outside to get tanned or it's associated with the poor working in the paddy fields. Having a job in an air conditioned room where you don't have to sweat, is premium over there.
