No, if he was a God his hair would be red.
Akira Toriyama simply matches Trunks's hair to Bulma's in the Manga (Bulma has Purple hair in the manga, and so does Trunks). So, since he designed the characters for Super and Bulma has blue hair here, so does he.
It makes no sense but it is what it is. If he was a SSJG SSJ his hair would be blue and spiked up.
