Sis, take a look at the senatorial records. There are literally hundreds if not thousands of cases where they spend time declaring national monuments and awarding random titles to people. this is just one small thing he could do for the community you act like he spent weeks preparing for this. Please!

No offense, but this is such a silly argument. People are capable of doing multiple things at once. It's not like he skipped out on a bunch of meetings about global terrorism so that he could get this going. It's his job to focus on various aspects of American life, including civil rights and preserving historical moments. If he can spend hours on the golf course, he can spend a few hours meeting with people to get this proposal written.
