In the Zone overall is a better 'era', although Britney had her knee injury it is beyond doubt a fantastic album with not one filler.
While I like Rated R...I didn't like the attitude that went along with it (or the hair).

I haven't heard ITZ in full, but most stans say Blackout is her best album and Rated R > Blackout, so.
