What Muslim societies lack are the presence of individualism and a lower religiosity. It's quite sad. A good portion of the Saudi people have wanted it to change, but their is no presence of individualism so progress is slow. No individualism + high religiosity + no diversity = oppression. Watching an interview a woman said that Saudi Arabia is a nation of actors who must play a part in their society.

More than anything else, the biggest problem with Saudi Arabia is authoritarianism. Remember that it's one of the last few absolute monarchies in the world (not to mention it's also a theocracy) and it is what allows its government to impose such repressive laws. Authoritarian states usually rank very low in human freedom index.
