Thread chart as in if a thread is created by someone and it ends up having loads of replies and views, it can then chart on the Thread chart maybe in the Top 5 or Top 10.
But if it fails to get any replies then that means it can't chart. If it does get replies but not a lot, that means it flopped and it should chart a lower position.
