Well obviously. It was after the Civil Rights Act so they needed another way to segregate and discriminate blacks. Institutional racism was the way to go.
i would normally call this BS, but the amount of reputable sources reporting on it is pretty damning evidence. honestly, nixon is a terrible person (at least from what i know of him), much worse than either of the bushes (as much as i dislike them), so i guess we're lucky in a sense
