Why Hands To Myself fails to outpeak previous singles?
It is more fan's favorite than Same Old Love
It gets more promo than Good For You
It has a lot of hype
No to mention, the MV is more interesting than previous twos
It was predicted to be Selena's highest peaking single, yet it only spent a week on Top 10 (on MV release week)
Why? Her album sales at SOL single run and HTM single run is not really different, so no "people have the album" excuse
It will eventually match their sales, pretty much, so it doesn't matter. The slightly lower chart peak is because
1) there's a lot of huge hits atm, so her competition is intense, which wasn't the case back when GFY and SOL were charting
2) the video came way too early and was an Apple Music exclusive, which messed up her potential streaming boost
This is one I'm surprised by because it is so much better than her first two singles. It sounds much more like a smash too. I think it's overshadowed by a lot of big releases

The formula change de-emphasized streaming the week her video was uploaded to Vevo.
It was still a bigger hit than many popstars have gotten in years, so I'm happy with it. One live performance is a fraction of the promotion singles typically receive, so I'm overjoyed by how it's performed.
Because it's a third single released after the album was released with minimal promo. If she heavily promoted (like other popgirls) all her singles would've peaked higher.
Still it's impressive she managed to get 3 top 10s from the same album with two of them being solo. I think only Taylor and Ariana managed to do that with their latest eras.
