Saudi police arrest doll mascot for not covering ha hair

I saw a documentary about Saudia Arabia, and there were women there who weren't wearing headscarfs in public (not many, it was an hour long documentary and you saw hundreds of the general population, but it's clearly not completely illegal for women there not to cover their hair, since about probably 3% of the women shown weren't).
So I don't know what this is about. Maybe some of the women do it as long as they don't get caught, or maybe there's areas of the country where they can get away with it.
