It was a joke

Though it has been confiremd that North Korea's rocket should be able to reach the Wes Coast if they wanted it to, but that it couldn't get it any further.
In all honesty, between testing bombs and launching a rocket that could potentially carry a bomb, this should legitimately be a final straw. Something HAS to be done to stop them.
That said, as someone who believes democracy (or at least something resembling this) is the flawed-but-best political system... I don't actually believe that liberating North Korea and instantly creating a democracy would be effective. Change like that takes time to implement, and any time a tyrannical dictator has been disposed of to be replaced with 100% Western ideology.... it's gone fairly badly (see the Middle East for our most recent example) The country would also likely completely fall apart since you'd be gutting and uprooting its entire system and starting from scratch, which isn't feasible.
What you probably need is a strong, authoritative (but sane and not powermad, homicidal, abusive, etc.) leader who starts promoting Western ideals and helps the country to transition and keeps it from falling apart as reforms take place and it becomes more Westernized. Overnight Westernization will always end disastrously
EDIT: Also isn't Japan still mostly demilitarized as a response to World War 2 and its overall imperialist history?
