So I've never really done digital art before, I got the surface pro 4 for Christmas and I want to try it.

The problem is I don't know where to start. What programs to use, etc?

I think you could start on Photoshop just fine, everything you need for digital painting and stuff can be done there.
I'm starting with digital paiting aswell and tumblr and deviantart actually has some good tutorials, guides and tips on whatever you need from basic lineart to anatomy, painting and shading etc.

Thank you. I've been trying a few different apps and researching about it.

Photoshop is great at realistic art but not that great with line art. I'm currently learning how to draw with photoshop as well as Manga studio 5.

My biggest hurdle is to understand how to use the programs well and the different brushes and stuff.
