He said "she doesn’t ALWAYS want to come up with the ideas. She wants talented people to HELP come up with ideas." which IMHO implies she does come up with ideas most of the time. Not to say if you're working with a collaborator is only natural to want their input otherwise it would be just pointless. You don't even know how their whole process works. You know better yet we know nothing about what actually happens in studio.
Besides insiders have already said she has been writing lot for the new project AND it's also very hands on and she knows exactly what she wants.
