I wouldn't necessarily call either of those two 'flops'. Tori was consistently challenging for the Women's Title in her day (was even in the first ever women's hardcore match in WWE history) and was also the reason why Kane and X-Pac had like 10 PPV matches in a row... She just left so abruptly people forget about her.
Meanwhile, Dawn cemented her place in SmackDown history with the Al Wilson storyline and her catfights with Torrie Wilson. It's just that when Sable decided to come back, WWE basically gave Sable all the stuff they would've otherwise done with Dawn and kinda kicked her to the side
