See the Vietnam War -- it's difficult to fight unconventional wars. ISIS isn't a country, it's merely a thought/way of life strangely -- you can't declare war on ideas or threats as anyone can hold them. There's no distinguishing military clothes or features that ISIS has therefore it would be unethical and immoral to declare war on "the middle east region which also harbors innocent people" or profile Muslims or any other ethnic groups for that matter.
It's complicated.
