News: France officially at war with ISIS + Deportations etc.

French President Francois Hollande:

"We must combine our forces to achieve a result that is already too late in coming," the president said.

-Speeding up the deportation of foreigners who pose "a particularly grave threat to the security of the nation"
-Pushing for greater European action against arms trafficking and greater penalties for it in France

If I recall, it's technically not "war" unless a country declares war on another.

Since ISIS isn't a country there can't be a war in the conventional sense.

I checked Wikipedia and it says that there needs to be fighting on multiple continents. So it's not one.... yet.

Yep, you are wrong. They predicted an online war would happen, which is different from what we are used to. The world changes and war changes with it. An international law expert explained how the Netherlands could declare war on IS. He explained that one important key fact is that IS does consider themselves to be a state, the Islamic State.
