Billboard refuses to count multiple purchases on a receipt as to now allow labels to blatently manipulate sales.
So why is the "streaming to unlock" gimmick allowed? It also can artificially inflate streams and allow an artist to debut higher than they would have otherwise on the Billboard 200.
It would be impossible to keep fans from streaming but should BB forbid labels from encouraging it?
