I dont trust the New York Times.

However to respond to the accusation in the article: the rebels (10+ different groups including ISIS) have headquarters in the North but this past year they have been pushing South. What Russia is doing is pushing the expansion back north so that the enemies can be contained to a single region.
It makes no sense to destroy the center because the smaller fractions in the south and west will just disperese and scatter making it even more tedious to track them down.
But you have a right to belive Western propoganda, Im just trying to give you a logical explanation.
