Get an anti-malware program (malwarebytes) and scan your computer. It should uninstall and delete those popup things.

it shows you all ur files and how much space it takes up and allows you to delete heavy files safetly

Install CC cleaner and CLEAN your system and delete everything from your chrome.
You also need to download an anti virus
