I'd say Michael Jackson, followed closely by The Beatles.

The Beatles, clearly. Their impact on popular culture (and music) remains unrivalled by any one act. And of course, their sales were just... insane.
Elvis Presley would be 2nd, and Michael Jackson 3rd.

It goes beyond the sales so I think Katy Perry. Her imagery is the most iconic of any pop star in history.
