Nothing, just in the U.S. most people use the words does not have which results in the contraction doesn't have. But it is kind of weir because most people wouldn't say "Rob Fusari does have a license" they would just say "Rob Fusari has a license". However when you use it in the negative, most Americans would say "Rob Fusari does not (doesn't) have a license".
