If you want to. I once included Leona Lewis's Glass Heart, which was released in the UK, but never in the States.

I've always gone by the songs' release dates as singles, not when they were initially put out. For example, "Style" comes from an album released last year but was released as a single this year, so it's going to be part of my best of 2015 singles countdown.

I've seen it done both ways. I've always preferred to do two seperate lists, but some members prefer to do just one.

Again, you can go either way with this. I've always considered promo singles album tracks, just because it's easier to leave the singles list for official singles.

However many you want / need in order to feature everything that you want to include. My top albums list will probably be shorter than I've done previously, because not many 2015 releases have really impressed me.
Some other advice.
- Make a shortlist of the songs / singles and albums that you want to include. This will give you some idea of how many entries you'll want on each list, and can also help you decide if you want seperate lists for singles and non-singles, as well as what to do with promo singles.
- don't try something overly ambitious for your first year in Best of... You want to make sure that you can actually finish what you start
- look through other members' old Best of... threads for ideas on what to include, how long to make your lists, formatting, etc.
- keep in mind that your Best of... thread is purely your own, and you can ultimately do whatever you want with it
