HM isn't being counted, just solo Miley. Like how DC doesn't count for Bey.
I'm mixed though. Ari easily has better music, but I'm not sure who's bigger. Ari has more presence, starpower, and feels bigger. I think she's also bigger in streams and her album was bigger overall. Miley wins on singles and tends to have controversial moments, but that's sorta it. She doesn't have that same "everywhere" feel Ari did.
