To be completely honest, the little kid is probably a little brat. He was swinging at the police officer. If he was fully grown he would have been shot. This will teach him a lesson to not go around hitting cops.

Did you miss the part where the child has a disability? AND the part where it says how using handcuffs on small children is forbidden? And even ignoring all that, is this really the only way the kid could have been taught a lesson?
