According to Rihannaitalia.com, the official italian site of Rihanna which is run by Universal Music Italy, the second/new international single off Rated R will be Rude Boy and not Hard (which has been released as the second single only in the anglophone countries -US, Canada, UK, Ireland, Australia and NZ- where Rude Boy will be the 3rd single off the album).
It's also said that Rude Boy will be sent to radios in the first days of February, when the video will be already out since Rihanna's shooting it in these days!
I absolutely couldn't stand the song when I first heard and never bothered to listen to it after. But as it was announced that it was gonna be a single, I decided to give another chance. And I kindda like it now, not so crazy about it though.
It's just sad, as Rihanna had much success with the GGGB, and now she doesn't even have a strong single to top the charts with !!
I don't know why people don't like this song. This is CLEARLY a radio hit. Everyone wants her to release all her boring suicidal songs or whatever. If I want a ballad I'm not going to listen to Rihanna, I want a REAL vocalist like Mariah or Usher or something. UPBEAT FTW.
All Access took the adds date for Rude Boy off... I think her label saw how Hard is taking off so they are probably going to wait a while before releasing the single or video...

Def Jam are most likely only looking at album sales after "Russian Roulette" disappeared. So pushing out singles in hope of higher album sales might be what they want. Then again, "Hard" did come out the same time as "RR" so a new single fresh in listener's ears could sell it better.
I think Rihanna does very well with club bangers and Rude Boy is the closest thing she has to that sound. As for future singles, Fire Bomb can really take off in a sort of Take A Bow kinda way and then Te Amo and after that she can start releasing singles from the extended edition which should be hits and then finally end the era with CCL!!! perfect
