This decision deals with lawsuits. The supreme court of Mexico told all judges to rule for gay couples because some of them wouldn't and they had to step in. It has no binding on clerks who hand out marriage licenses. Once again couples can only marry with an court injunction outside Chihuahua, DF, Coahuila and Quintana Roo.
