It is sexist to think a (presumably teenage) girl is going to want to hit the city just to meet boys, though. It assumes that the daughter's only priority in her free time will be romance and reinforces the mindset of women needing to "catch a man".

People often make prejudiced or otherwise problematic statements without malicious intent, but that doesn't make their statements right or okay. He's the one who doesn't seem to know what he's talking about.

A mom suggesting to her daughter to spend time in the city to meet new people, have new experiences and find new opportunities is fine and encouraging. Suggesting that a daughter spend time in the city so she can find a man is sexist.

Granted, you can't get a full understanding of this particular situation without context, but it still applies in general.

If the mom was saying it ironically and the girl didn't get the joke, then yeah, it wasn't meant to be taken that seriously. But I think if the daughter made such a response, she at least thought the mom actually meant it.

The difference is that, unlike men, women have been told by many societies for millennia that finding or being validated by a man is their only worth and purpose.

Telling a teenage boy to find a girl would be heteronormative, which is also bad, but that's a separate issue. (Telling a girl to find a boy is heteronormative as well, but te inherent sexism is the bigger issue in this case)
