Maybe you know she wasn't on ARTPOP because she rapped a verse from a song that she wasn't the lead on, on an album that wasn't even finished at the time. (Plus her homophobic tweets and general personality not being similar to Gaga's)

I think its the same reason her work with Beyonce and Kanye never saw the light of day. She spoke when she was probably specifically told not to.
