Are you specifically looking for Canadian Universities?
The ones I'd recommend are:
York/Sheridan Design (Toronto, was the first University Degree in Graphic Design available in Canada, it's a very practical mix of university and college style teaching where you are expected to both produce projects as well as study design theory, history, etc. The cons is that the campus isn't downtown, though still easily gotten to, and you may have to take some classes at Sheridan College which is about an hour bus-ride out of the city.)
Ontario College of Art an Design (Toronto, just recently became a University. It's also a really great school with an amazing location and building. I think the courses are more project based, less of a full university experience if that is what you're looking for)
Emily Carr (Vancouver, I don't know much about it but I've heard it's good).
I went to York/Sheridan and loved it. The commute to Oakville (Sheridan) was often annoying but I just planned to have as little classes as possible there, and the few mandatory ones at least was your entire class going so it wasn't like you had to go alone. When I was looking into schools, a benefit to York/Sheridan was that they had 24/7 access to their Design Labs so you could go to school and work on the computers with all the programs, bind books, hangout with other students etc. whenever you want. Because of this there is a bit of a design-lab culture which can be nice. OCAD as far as I know closes their labs at night (past 9 I think). If you’re studying at York you’ll be expected to take a certain amount of elective courses, as I’m sure other places make you do, but York is a HUGE university and so the options you can take are likely more interesting. For example I took courses on Reggae and Children’s Literature.
You might also want to look at their grad shows and see the student's work coming out of the program. It's a good indication of the level of skill you'll acquire at the end, but note that some students will be better than others so you should look at more than just a few.
