No Intersex laws exist in England/Wales so that brings them lower than Scotland.
The majority of countries in Europe, both East and West, have heinous transgender laws that require someone to get sterilized
/take hormones/get an operation before receiving a legal gender change. Even some of the Nordics are lagging in that department. Many of them would skyrocket to the top if they relaxed their gender identity laws
