They did plan on doing that.
Their stock sold out during PRE-ORDERS by 3:10am (Pre-orders went up at 3:01). They have completely sold out the first day of pre-orders.

The part I bolded in your quote sounds absolutely ridiculous.

They had no idea people were this interested in this product. So they are trying to send out all the pre-orders before making it available in stores.

Ordinarily that is the case but the AppleWatch sold out almost instantaneously upon launch....and there were rumors that the yields were very low also constraining supply.
