Um if you look at the video, the black guy was clearly resisting arrest and the white guy was already in handcuffs. The police officer left the white boy and went over to the other two officers who weren't able to get handcuffs on the black guy.
What concerns me is that there were no police officers immediately chasing after the guy when he escaped or if they did, the video didnt show it.
