I know in KPOP male groups are often advised to "show skinship" (be affectionate) to appease fangirls so I'm sure it's probably the same here in the west. But there is a big difference between queerbaiting and same-sex friends being affectionate towards one another. I don't think it's queerbaiting when people in real life are being affectionate towards one another because friends are allowed to be affectionate towards one another. Queerbaiting is when a queer relationship is teased or promised but never given to an audience in fear of backlash from the straights. I don't think that can happen with real life people.
A good example of queerbaiting would be what Supernatural does by implying and inserting homosexual subtext into certain scenes that get people excited that maybe a homosexual relationship will happen.
When it comes to Teen Wolf, the queerbaiting on the actual show is mostly made up of Sterek fans pretending like Sterek is somehow going to happen even though nothing in the show has ever alluded to it happening.
