It's pretty common in Asian cultures to "mind your own business" so the shop worker not doing anything is simply a cultural thing. At the same time, however, you'd think despite cultural expectations one would step in when a child is being harmed.

There's always gotta be a racist comment. This kind of stuff happens every day in every country around the world. And contrary to popular belief, people in China who hurt children are often brought to justice just like in your precious Western world.
