How did that even happen? Does this have something to do with the storms? Like sorry if it's a dumb/insensitive question but I don't understand how he got up there in the first place.

I'm assuming he was flying a power kite or something, those huge, parachute style ones that get so strong in the wind and people jump and get air on them as a sport, or ride a skateboard with it.

Poor kid, but those things are dangerous if you're in extreme wind as they can literally lift you up and cause something like this
