At the end of the first act she walked off stage and didn't come out because the arena was full of people smoking weed. There was 40 minutes between the first and second act.
There was an announcement saying she would not return to the stage unless people stopped smoking and the air cleared up. Which I guess is fair enough, it's a Britney Spears concert not a Bob Marley tribute.
