In France it's considered a vegetable like carrots, beans,... to add to your dish.
In Belgium it's a general purpose food that can be used in any form, quantity and occasion. You can get it in a paper bag or cardboard box as the only thing in a fast food meal, find it as a part in a dish in the ordinary restaurants all the way up in the Michelin star restaurants.
