That's not a prismatic/iridescent bike. She's been biking throughout the entire tour. When she came to the bay, people saw her biking in Palo Alto, and then she said it herself on stage

It should be like that in Italy too but here 95% of the bikes aren't like that and no one cares

They had a minimum limit for the amount of fines a police officer has to write for not using seat belts, not working bicycle lights, using a phone while driving (riding a bicycle, controlling animals like herding sheep in the street,... is also considered driving by the law),... 120 fines for petty offenses a year or pay cut.
