Singles are released to promote your album, not the other way around, a rapper like Pitbull doesn't have albums, he has singles.

Shes referring to those that release mindless, effortless music just to stay in the public eye and make a quick buck; Pitbull. Not people like Taylor, Gaga, Britney, etc. who spend time on creating enjoyable, innovative singles to go along with an enjoyable, innovative album.
