China's relations with North Korea are souring and are at all time low because of their nuclear weapons. They condemned the hacks and terrorist threats, but they're not going to be the US' pawn in this by following requests to cut off North Korea's Internet!

Their government bought US treasury bonds and assets. That's the world's safest investment. If the US never paid back for those, faith in our economy would crumble. That's what economies are built on. If people didn't believe, they wouldn't spend their money. When they lose faith, investments will drop and the economy will tank.
