I don't think parents should be held liable... I mean you can't control your kid 24/7. Some kids need obvious help and education on bullying. Parents might provide that education and teach him morals but at the end of the day is the kid who decides his/her morals. Parents can only control so much when it comes to the internet or the kid's private life.
