Parts of Amsterdam can be dirty, but I've never seen it that filthy and I've been a number of times over the years.

.. and for the person that mentioned Rotterdam above, it is a horrible, boring city with horrible infrastructure. The Hague is another nice simple Dutch city though.

In Rotterdam they have some amazing new buildings, but The Hague is a nicer city I agree.
