Perry charmed her fans -- including the many preteens probably up well past their bedtimes -- as she raced through one hit after another. The music came packaged with pricey props and flashy special effects, but the production never crowded out the human element. Whenever the show was in danger of going over the top, Perry would reel things in by casually interacting with the crowd. Among other things, she'd pose for a few "selfies" with fans and even handed out some pizza to the audience.

Katy's tour has the best production out of any major tour right now.
So there's the sensory feast that the tour provides.
Also, she has the biggest recent hits catalog. People enjoy themselves better if they know the songs being played.
Finally, her vocals are strong on tour and her dancing is competent. Certainly far from bad by any means to distract from the overall show.

She keeps thing accessible. No long overbearing speeches. I can see why she's receiving so much acclaim from concertgoers and respected critics alike.
