This looks like it was photoshopped using the blur tool. And her eyewhites look like they've been coloured in white on paint. And the font looks like it was written on paint.
Interesting. I still don't think that's the final cover as it doesn't have nearly as much text on it as the original or any other Marie Claire covers, but I could be wrong. Also, it's common to have alternate covers with less text and this could be one.
